Following an over two-year investigation, a Hudson Valley man is accused causing a fatal head-on collision while driving under the influence of Morphine.

On April 29, 2015, troopers responded to a two-car personal injury car accident that occurred on State Route 22, just north of State Route 311.

On that day, a 2003 GMC pick-up truck, operated by Christopher C. Osborne, Jr., of Pawling, was heading north. Mario L. Riccobon, 65, of Carmel was driving in the opposite direction.

An investigation revealed that Osborne crossed over the double yellow lines into the southbound lane and struck the Riccobon’s car head on, police say. A passenger in his car, 63-year-old Jean Riccobon of Carmel, died due to the crash.

Osborne was evaluated by a Drug Recognition Expert following the crash and it is alleged that he was impaired as a result of drug use.

A blood test determined that Osborne was under the influence of Morphine at the time of the collision, police say.

After an over two-year investigation, Osborne, 44, was charged with aggravated vehicular homicide, aggravated criminally negligent homicide, manslaughter, aggravated vehicular assault, two-counts of vehicular assault, vehicular manslaughter and assault, all felonies.

On Monday, after an indictment was filed in Putnam County Court, Osborne turned himself into police. He was remanded to Putnam County Jail in lieu of $100,000 cash bail or bond.
